Ramiro Gómez Boringa

Country Delivery Director, RELP

Ramiro Gomez Barinaga is the Global Director for Country Delivery at RELP, where he leads the implementation of competitive procurement processes for renewable energy
(RE) and Battery Energy Storage Systems (BESS) across multiple jurisdictions. He is responsible for translating auction and procurement designs into operational delivery,
overseeing country programs under RELP cooperation agreements and ensuring robust, transparent, and bankable tender processes. In this role, Mr. Gomez Barinaga is responsible for the teams managing country diagnostics, risk assessments, the preparation of tender documentation, as well as grid studies to map grid restrictions and needs in each country. He leads the team that supports governments throughout the full procurement cycle — from public consultations and investor engagement to pre-qualification and auction execution — with the objective of attracting competition, reducing costs, and accelerating clean energy deployment.
A lawyer with more than 30 years of experience, he holds master’s degrees in Tax Law and Finance and specializes in corporate law, project finance, and renewable energy. He
is a university lecturer in project finance, and renewable energy policy.
