Carlos Garibaldi is the Executive Secretary of Arpel, the association of oil, gas, and renewable energy companies in Latin America and the Caribbean, founded in 1965 and headquartered in Montevideo.

With over 40 years of experience in the oil and gas industry, Carlos has specialized in corporate strategy, planning and valuation of production and exploration portfolios, business development, asset and corporate M&A transactions, the design of contractual and fiscal terms and bidding rounds, corporate reorganizations, and international negotiations.

At Arpel, he focuses on promoting the transformation of the sector across the region, aligned with plural, just, and inclusive energy transitions. He supports member companies in their decarbonization strategies for operations, processes, and facilities, as well as in diversifying their energy portfolios by increasing the relative role of natural gas and incorporating renewable energy sources.

Carlos has held technical, managerial, and executive positions at Amoco, San Jorge, Chevron, The Scotia Group, Harrison Lovegrove, Standard Chartered Bank, Tecpetrol, HSBC, Ecopetrol, Arthur D. Little, and Plata Energy.

He holds a degree in Chemical Engineering from the University of Buenos Aires, an M.Sc. in Petroleum Engineering from the University of Tulsa, and an MBA from Rice University.
